Regular Agenda. Idaho Falls Power 1) Resolution Adopting the American Public Power Association Safety Manual: For consideration is a resolution adopting the Sixteenth Edition of the American Public Power Association (APPA) safety manual related to work activities at Idaho Falls Power. RECOMMENDED ACTION: To approve the resolution adopting the American Public Power Association safety manual, and give authorization for the Mayor and City Clerk to execute the necessary documents (or take other action deemed appropriate).
Municipal Services Bid IF-17-20, Long Range Pipe Inspection Camera System for Public Works: It is the recommendation of the Public Works and the Municipal Services Departments to reject the low bid of Aries Industries Inc. for not meeting bid specifications. It is further requested that Council accept the lowest responsive, responsible bid from MetroQuip Inc. of Meridian, Idaho to furnish one (1) new Rovver X pipe inspection camera system for a lump sum amount of $72,150.00. RECOMMENDED ACTION: To reject the low bid of Aries Industries Inc. and accept the lowest responsive, responsible bid from MetroQuip Inc. to furnish one (1) new Rovver X pipe inspection camera system for a lump sum amount of $72,150.00 (or take other action deemed appropriate).
Amendment to City Code, Title 6, Chapter 3, Day Care: On June 7, 2017, the City of Idaho Falls received notification from the Idaho Department of Health & Welfare that Child and Family Services will no longer process requests to check the Idaho Child Protection Central Registry. This service was previously processed free of charge. The letter further stated that effective July 1, 2017 the Criminal History Unit will be processing central registry checks for a fee of $20.00 per applicant. City Code 6-3-4(B)(4) and 6-3-4(C)(2) specifies 'A signed release to obtain the applicant's records from the Child Abuse Registry' as part of the Child Care Worker Certification (CCWC) and On-Site NonProvider licensing requirements. Municipal Services respectfully requests City Council to approve the amendment to City Code, Title 6, Chapter 3, to require the $20.00 processing fee to be the responsibility of the applicant. RECOMMENDED ACTION: To approve the Ordinance amending Title 6, Chapter 3, under the suspension of the rules requiring three complete and separate readings and that it be read by title and published by summary (or consider the Ordinance on the first reading and that it be read by title, or reject the Ordinance).
Public Works Professional Services Agreement with MSA for Construction Phase Services for the Wastewater Treatment Plant, Primary Treatment Upgrade Project: For consideration is a Professional Services Agreement and Task Order No. 14-04 for Murray, Smith & Associates, Inc. to provide construction phase services for the Wastewater Treatment Plant, Primary Treatment Upgrade Project. Under the agreement, MSA will provide construction phase services as necessary for a not-to-exceed amount of $998,700.00. RECOMMENDED ACTION: To approve the Professional Services Agreement with MSA for construction phase services for the Wastewater Treatment Plant, Primary Treatment Upgrade Project, and give authorization for the Mayor and City Clerk to execute the necessary documents (or take other action deemed appropriate).
Easement Vacation Request – Valencia Park Addition Division No. 2: The property owners of Valencia Park Addition Division No. 2 have requested the vacation of an access easement. The official plat designates an alternate access easement road adjacent to the former road, therefore the ingress and egress on the property will be preserved. All utility services have reviewed and approved the request. RECOMMENDED ACTION: To give authorization for the City Attorney to prepare documents needed to accomplish the vacation request for Valencia Park Addition Division No. 2 (or take other action deemed appropriate).
Resolution Supporting 2017 Community Fourth of July Celebration: For consideration is a resolution requesting to waive certain City fees for services in support of the 2017 Fourth of July Freedom Celebration. Emergency and support services have been consistently provided without fees by the City of Idaho Falls for many years to accommodate the Freedom Celebration. RECOMMENDED ACTION: To approve the resolution waiving certain City fees for services in support of the 2017 Fourth of July Freedom Celebration, and give authorization for the Mayor and City Clerk to execute the necessary documents (or take other action deemed appropriate).
Parks and Recreation Professional Services Agreement for Architectural Services for the Maeck Education Center at the Idaho Falls Zoo: For consideration is a Professional Services Agreement with Myers Anderson Architects, PLLC for architectural services for the Maeck Education Center at the Idaho Falls Zoo. RECOMMENDED ACTION: To approve the Professional Services Agreement with Myers Anderson Architects, PLLC, and give authorization for the Mayor and City Clerk to execute the necessary documents (or take other action deemed appropriate).
E. Fire Department 1) Fire Protection Joint Services Agreement with Bonneville County Fire District #1: For consideration is a two-year agreement between the City and the Bonneville County Fire District #1. The changes within this agreement include a 1% increase in fiscal year 2017/2018, for a total contract of $1,611,960, and, a 1.25% increase in fiscal year 2018/2019 for a total contract of $1,632,109. RECOMMENDED ACTION: To approve the Fire Protection Joint Services Agreement with Bonneville County Fire District #1, and give authorization for the Mayor and City Clerk to execute the necessary documents (or take other action deemed appropriate). 6.
