FIRST, WE WANTED TO REMOVE INCONSISTENCY AMONG THE FOUR ORDINANCES AND COMBINE THEM INTO ONE CONSOLIDATED ORDINANCE. SECOND, WE WANTED TO PROVIDE SAFE ENVIRONMENT PRIMARY POINT HERE FOR PUBLIC GATHERINGS. WE RECOGNIZE THAT CERTAIN ANTIQUATED ELEMENTS OF THE CURRENT CODE ARE OVERLY RESTRICTIVE AND NEEDED TO BE ADDRESSED, MAKING IT. WE WANTED TO MAKE THE CODE MORE ACCESSIBLE TO THE PUBLIC. WE NEEDED TO ADDRESS OVERPOURING ISSUES. WE WANTED TO REDUCE PENALTIES WHERE POSSIBLE FOR VIOLATIONS, PARTICULARLY FIRST OFFENSES, AND YET MAKE THE CODE CLEAR ENOUGH TO BE ENFORCEABLE CONSISTENTLY, CONSISTENTLY BY LAW ENFORCEMENT, BY FIRE, AND THE BUILDING PERMITTING DEPARTMENT.
