AND EVERY FIVE YEARS WE HAVE TO GO THROUGH THIS PROCESS WHENEVER WE ADOPT IMPACT FEES PER STATE STATUTE. SO THE LAST CAPITAL IMPROVEMENT PLAN AND IMPACT FEE STUDY WAS DONE IN 2021. WE DID REVIEW THIS WITH OUR CITY COUNCIL ON MARCH 30TH, AND WE DID HAVE OUR CHAIR FROM THE IMPACT ADVISORY COMMITTEE THERE AS WELL. WE HAD A COUPLE OF OPPORTUNITIES TO INTERACT WITH THE IMPACT ADVISORY COMMITTEE ALONG WITH COUNCIL, AND I BELIEVE SOME OF YOU MIGHT HAVE BEEN AT THE ONE THAT WE DID HAVE. I BELIEVE IT WAS IN JANUARY, MAYBE ACTUALLY, PARDON ME, IT WAS FEBRUARY, BECAUSE IN MY NOTES HERE IT SAYS THAT WE HAD A WORK SESSION ON MONDAY, FEBRUARY 23RD, AND THERE WAS PARTICIPATION FROM THE IMPACT FEE ADVISORY COMMITTEE. WE HAD ABOUT THREE MEMBERS THAT WERE THAT WERE THERE. SO THIS DRAFT THAT YOU SEE HERE, IT INCLUDES MINOR EDITS. ONE OF THE THINGS THAT OUR PARKS AND REC DIRECTOR DID, HE TOOK OUT ONE OF THE PROJECTS, WHICH WAS AN AQUATICS SLIDE, WHICH IS CONSIDERED AN AMENITY, AND HE PUT IN A SECOND SHEET OF ICE BECAUSE THAT IS WHAT WE'RE HEARING THAT WE NEED IN THIS COMMUNITY. SO I THINK KUDOS GO OUT TO OUR PARKS AND REC DIRECTOR TO HEARING THE HEARING THE COMMUNITY AND INCORPORATING, EVEN THOUGH IT REQUIRED A LITTLE BIT OF EXTRA WORK FROM OUR CONSULTANT TO HEARING THE COMMUNITY AND LOOKING AT PUTTING THAT ADDITIONAL SHEET OF ICE INTO THAT PLAN, THE POLICE VEHICLES, THERE WAS A LOT OF CONVERSATION WITH OUR IMPACT ADVISORY COMMITTEE ABOUT THE POLICE VEHICLES. THE THE CONSENSUS OF THE IMPACT THE ADVISORY COMMITTEE WAS, IS THAT THE POLICE VEHICLES DO NOT BELONG IN THE IMPACT FEE STUDY. AND THE REASON FOR THAT IS, IS THAT THEY FELT THAT THE CITY COULDN'T DEMONSTRATE HOLDING THOSE VEHICLES UP TO TEN YEARS.AND SO CITY COUNCIL LISTENED TO THE RECOMMENDATIONS OF THE ADVISORY COMMITTEE. AND THOSE VEHICLES ARE NOW OUT OF THIS PARTICULAR STUDY UPDATE. THEY'RE NO LONGER INCLUDED.
THEY AT ONE POINT IN ONE OF THE DRAFTS, PROBABLY ONE OF THE ONES YOU SAW IN FEBRUARY, WE HAD TEN CATEGORIES OF DWELLING UNITS. THAT WAS ACTUALLY REVISED DOWN TO THREE. AND THE REVISED CALCULATION OF THE MAXIMUM SUPPORTABLE FEES, THERE'S A CATEGORY THAT'S 15 UNDER 1500, 1500 TO 2999, 3000 OR MORE SQUARE FEET. RESIDENTIAL DWELLING UNITS. SO THAT WAS AN IMPROVEMENT WE HAD WITH THAT. AND THAT WAS A LOT OF BACK AND FORTH WITH OUR IMPACT FEE ADVISORY COMMITTEE. ONE OF THE AREAS THAT THE IMPACT FEE ADVISORY COMMITTEE AND THE COUNCIL DID NOT COME TO CONSENSUS WITH WAS THE REMOVAL OF THE UNFINISHED BASEMENTS.
THAT'S STILL IN THE STUDY. IT'S STILL IN THE CALCULATIONS. THAT WAS SOMETHING THAT, UNFORTUNATELY, THE COUNCIL JUST FELT LIKE WE REALLY NEEDED TO MOVE FORWARD AND MAKE SURE THAT THAT WAS INCLUDED. THE MAXIMUM SUPPORTED FEE FOR THIS UPDATE IS 100% FOR PARKS AND RECREATION, TRANSPORTATION, POLICE, FIRE AND EMS. OUR CURRENT STUDY IS 100% FOR STREET AND TRANSPORTATION, AND THEN 75% PARKS AND REC, POLICE, FIRE, EMS. SO THAT'S A CHANGE FOR THIS UPDATED ONE. AND THEN NONRESIDENTIAL REMAINS THE SAME 900 SQUARE 100,000 SORRY, 1000FT■!S. AND THEN THE REVISED CALCULATION OF THE NONRESIDENTIAL MAXIMUM SUPPORT FEE WAS INCLUDED IN THIS STUDY AS WELL. SO THE NOTIFICATION PROCESS AS I MENTIONED EARLIER, THE IMPACT FEE ADVISORY COMMITTEE, IT WAS UPDATED ON THIS DRAFT STUDY THAT YOU SEE HERE, MARCH 27TH. IT'S OVER 103 PAGES LONG. SO OBVIOUSLY THERE WAS A LOT OF, OF, OF, OF REVIEWING OF THE DRAFTS, BUT WE WERE ABLE TO GIVE THEM A RED LINE DRAFT, IF YOU WILL. IT SHOWED WHERE THE CHANGES HAD OCCURRED. WE DID MEET WITH THE IMPACT FEE ADVISORY COMMITTEE ON MARCH 10TH. THAT WAS OUR LAST OFFICIAL MEETING THAT WE HAD WHERE WE GATHERED COMMENTS, AND THEN WE HAD THOSE COMMENTS AVAILABLE FOR OUR CITY COUNCIL AT THE MARCH 30TH WORK SESSION.
WE ALSO UPDATED THE CITY'S IMPACT FEE IN IDAHO FALLS WEB PAGE ON FRIDAY, THE SAME DAY THAT WE RECEIVED THE DRAFT STUDY. AND THEN FINALLY WE ATTENDED. WE HAD A FEW CITY REPRESENTATIVES ATTEND EAST EAST IDAHO HOME BUILDERS ASSOCIATION LUNCHEON ON THURSDAY, MARCH 12TH. HAD SOME DIALOG WITH THE DEVELOPERS IN THAT GROUP AND THAT WAS A REALLY WELL ATTENDED EVENT AS WELL AS OUR MAYOR. MAYOR BERTENSHAW ATTENDED THAT AS WELL AND WAS ABLE TO ANSWER SOME QUESTIONS. AND SO THAT'S THAT WAS A GOOD PROCESS FOR US TO KIND OF REGROUP AND START OVER AGAIN, NOT START OVER ALL THE WAY, BUT JUST HAVING MORE DIALOG AND PARTICIPATION. RIGHT. OKAY. MAKES SENSE. AFTER HAVING A COUPLE OF CONVERSATIONS AT WORK SESSION WITH THE ADVISORY IMPACT ADVISORY CHAIR AND A COUPLE OF THE OTHER MEMBERS DURING THOSE WORK SESSIONS, COUNCIL HAS OPTED NOT TO TAKE THAT RECOMMENDATION FROM THE IMPACT ADVISORY COMMITTEE AND TO MOVE FORWARD WITH THE STUDY AS IT IS, INCLUDES THE UNFINISHED BASEMENTS. AND THE GOAL FOR THAT IS JUST REAL QUICKLY, IF I MAY JUST SPEND A LITTLE BIT MORE TIME, OUR COUNCIL PRESIDENT WAS VERY CLEAR. COUNCIL PRESIDENT FRANCIS WAS VERY CLEAR THAT THE IMPACT HE SHOULD BE A ONE TIME FEE. AND THE CONCERN WAS, IS IF WE JUST DIDN'T PUT EVERYTHING TOGETHER AT ONE TIME, THAT THERE MAY BE, YOU KNOW, THE INTENT THAT THAT PEOPLE WOULD HAVE TO COME BACK AND PAY ADDITIONAL AN ADDITIONAL PERMIT FEE FOR THEIR TO FINISH THEIR BASEMENT. AND SO THE COUNCIL FELT THAT THE CLEANEST WAY IS JUST TO INCLUDE THE UNFINISHED BASEMENTS.
