THESE SKATERS ARE LOSING THEIR PROGRESS BY NOT HAVING THE RINK TIME THEY NEED. DISCOURAGES. INSTRUCTORS FROM WORKING AT THE ARENA IS CAUSING A LOT OF UNNECESSARY INCONVENIENCE. I CAN REMOVE THESE CHALLENGES BY RAISING MONEY FOR NEW ACTIVITIES AND PROGRAMS TO KEEP THE RINK OPEN YEAR ROUND. ONE OF THE MAIN ISSUES SKATERS ARE HAVING FROM THE CLOSING OF THE RINK IN THE SUMMER IS THE AMOUNT OF PRACTICE THAT THEY ARE LOSING. ALMOST EVERY ONE OF THESE SKATERS WANTS TO BE ABLE TO PRACTICE THEIR SKILLS ALL YEAR ROUND. BY HAVING OUR RINK CLOSED DURING THE SUMMER LIMITS THE AMOUNT OF PRACTICE POSSIBLE. HAVING TO TAKE OFF THESE CRUCIAL MONTHS OF PRACTICE GIVES TIME FOR MUSCLES TO WEAKEN, WHICH MAKES GAINING MORE DANGEROUS IN THE FALL. IT ALSO HINDERS THE AMOUNT OF HEALTHY EXERCISE POSSIBLE, WHICH IMPACTS PEOPLE WHO USE ICE SKATING AS A WORKOUT. ICE SKATING IS A GOOD EXERCISE, ACCORDING TO M CATHERINE STEINER, M.D. WHO SAID ICE SKATING IS AN ACTIVITY WHERE YOU WORK ALMOST EVERY MAJOR MUSCLE GROUP WITH AN EMPHASIS ON THE LOWER BODY AND CORE MUSCLES, MAINTAINING YOUR BALANCE AS YOU WORK YOURSELF ACROSS THE ICE IS A GREAT CHALLENGE THAT ENGAGES YOUR CORE AND BUILDS STABILITY THROUGH THE LEGS. HAVING THE IDAHO FALLS ICE RINK CLOSED IN THE SUMMER ALSO DISCOURAGES NEW TEACHERS AND PROFESSIONALS FROM PRACTICING AND TEACHING THEM. THERE ARE MANY INSTRUCTORS WHO WILL NOT COMMIT TO RINK WHERE THEY CANNOT TEACH OR PRACTICE ALL YEAR ROUND. THIS CREATES LESS LESSON OPPORTUNITIES FOR SKATERS THROUGHOUT THE YEAR, WHICH ALSO INTERFERES WITH THEIR PROGRESS. IT ALSO LIMITS THE NUMBER OF PROGRAMS THAT COULD HAPPEN OVER THE SUMMER, SUCH AS SKATING INTENSIVE COMPETITIONS, HOCKEY LESSONS, AND GAMES. HAVING THESE EXTRA PROGRAMS COULD RAISE MONEY NEEDED TO KEEP THE ICE RINK OPEN ALL THE TIME. THE RINK ALSO IS A HOME TO THE IDAHO FALLS FIGURE SKATING CLUB, EXCEPT THE CLUB ALSO NEEDS TO BE LOCATED AT THE NEUTRAL RINK IN REXBURG. THROUGHOUT THE NORMAL SEASONS, BE ABLE TO HAVE MAIN ACCESS TO THE RINK IN THE SUMMER, AND AS THE REXBURG RINK MAIN PRO SKATING THERE. THIS ENDS UP BECOMING ONE OF THE MAIN WAYS REXBURG CAN ADVERTISE ITS TRACK SKATERS. THIS CREATES A LOT LESS BUSINESS FOR THE MORE CENTRAL RINK IN IDAHO FALLS, WHICH CAUSES LESS MONEY FLOW, WHICH WOULD GO TOWARD THE SUMMER HOURS. I MEAN, IT'S USED FOR FOR PICKLEBALL, WHICH FROM WHAT I'VE HEARD IS VERY POORLY ATTENDED. THEY DID DO SOME UPGRADES RECENTLY, WHICH WAS ACTUALLY I THINK FUNDED BY THE SKATING CLUB, THE HOCKEY CLUB, THE SPIKINGS WAS TO INSULATE, WHICH HELPED. WIRE LENGTHEN THE SCHEDULE A LITTLE BIT, BUT IT DOESN'T PROVIDE FOR A LOT OF THINGS, FROM WHAT I CAN TELL AND WHAT I'VE BEEN TOLD, IT LOOKS LIKE THE ICE SKATING ACTUALLY DOES VERY WELL FINANCIALLY. IF YOU GO THERE ON A FRIDAY OR SATURDAY, I MEAN, THERE'S HUNDREDS OF PEOPLE ON THE ICE THERE IF YOU RUN THE NUMBERS AND BASED OFF THE PRICE THAT THE PARK HAS FIGURED OUT, BECAUSE THEY CHARGE THE DIFFERENT CLUBS, OBVIOUSLY WHEN THOSE PUBLIC TIMES ARE GOING ON, IT'S DEFINITELY BRINGING IN REVENUE THAT ARE WELL ABOVE ITS COSTS, EXTREMELY POPULAR AND BUSY. BETWEEN FIGURE SKATING, THE SPUD KINGS, THE ICE CLUBS THAT ALL USE IT, THERE'S NOT ENOUGH ICE SKATING THE WAY IT IS. SO I HAVE NO DOUBT THAT DURING THE SUMMER OR DURING THE SUMMER, THERE WOULD BE AMPLE TIME. YOU LOOK AT THE CITIES AROUND THAT HAVE YEAR ROUND SKATING REXBURG NOW, MCCALL AND SUN VALLEY, BOISE. BOISE IS ACTUALLY TALKING ABOUT OPENING A THIRD, THIRD RINK. LOGAN, BOZEMAN. WHITEFISH. GREAT FALLS. ALL THESE TOWNS ARE, WITH THE EXCEPTION OF BOISE, IS EITHER THE SAME SIZE OR SMALLER THAN IDAHO FALLS. SO OBVIOUSLY IT'S IT'S A DIFFERENTIATOR FOR SOME OF THOSE CITIES IN HERE. AND SPEAKING OF REXBURG, HE SAID JUST RECENTLY, THE MAYOR SAID AFTER SEEING 50 CARS IN THE PARKING LOT RECENTLY, I LOOKED AT THE LICENSE PLATES AND HALF WERE FROM MONTANA, IDAHO FALLS AND RIGBY, HE SAID. I THOUGHT, THAT'S COOL. WE GOT SPORTS TOURISM GOING ON, BRINGING PEOPLE INTO TOWN. IF THEY'RE COMING FROM MONTANA, THEY'RE STAYING AT MOTELS, EATING AT THE RESTAURANTS AND HELPING US OUT WITH OUR ECONOMIC DEVELOPMENT. IT WOULD IMMEDIATELY REMOVE ORDINANCES IN 12 CITIES, INCLUDING IDAHO FALLS, WHERE VOTERS HAVE LEGALLY CHOSEN TO ENACT THESE EXTRA PROTECTIONS FOR OUR COMMUNITY AND CONTINUE TO SUPPORT THE ELECTED OFFICIALS WHO MADE THAT HAPPEN, HELP MAKE THAT HAPPEN. THESE PROTECTIONS ARE NECESSARY BECAUSE FEDERAL PROTECTIONS ARE NOT ADEQUATE, AND BECAUSE THE STATE OF IDAHO REFUSES TO ADD SEXUAL ORIENTATION AND GENDER IDENTITY TO THE STATE HUMAN ACT. AND ALSO, WHEN THESE PROTECTIONS DISAPPEAR, IT AUTHORIZES PEOPLE TO BE MORE HATEFUL JUST ACROSS THE BOARD, WHICH WE HAVE SEEN AT A NATIONAL LEVEL. THE ORDINANCE DOES A LOT TO SHOW THAT OUR CITY ISN'T LIKE THE REST OF IDAHO. IT'S. BUT IT'S A SAFER AND MORE WELCOMING PLACE. AND THAT'S TRUE NOT JUST FOR LGBTQ PEOPLE, BUT FOR ALL KINDS OF PEOPLE. SO THE TWO HOUR SPOTS WOULD TURN OVER FOR CUSTOMER PARKING. WE WERE STRUGGLING WITH DOWNTOWN EMPLOYEES TAKING UP CUSTOMER PARKING RIGHT OUTSIDE THE DOOR OF A BUSINESS. AND SO IF A CUSTOMER WOULD COME DOWNTOWN, THEY WOULD BE LOOKING FOR A PARKING STALL. IF YOU BOUGHT THREE EMPLOYEES WORKING IN A IN A SHOP OR IN AN OFFICE, YOUR CUSTOMER IS NOT GOING TO HAVE PARKING. THEY MAY NOT WANT TO WALK TWO BLOCKS. THEY MAY LEAVE THE DOWNTOWN AREA AND GO, YOU KNOW, TO THE BIG BOX STORES INSTEAD. SO TURNOVER OF THOSE PARKING STALLS IS VERY IMPORTANT FOR DOWNTOWN BUSINESSES TO THRIVE. SO IT WAS TWO PRONGED. IT WAS A TWO PRONGED APPROACH TO MANAGE DOWNTOWN PARKING TO BENEFIT THE THE PUBLIC, SO THE PARKING STALLS WOULD BE TURNED OVER AND THEN ALSO TO CORRECT THE BEHAVIOR OF DOWNTOWN EMPLOYEES THAT WE WOULD HOPE WOULD PARK ON THE PERIPHERAL EDGES OF DOWNTOWN WALK IN, WHICH IS IS A CHALLENGE WITH SOME OF THE BAD WEATHER. AND THE PARKING ENFORCEMENT PERSON IS TITLED AS A PARKING AMBASSADOR. SO HIS GOAL ON THE STREET IS HE'S ENFORCING PARKING IS TO BE HELPFUL AND PROVIDE SOLUTIONS FOR PEOPLE THAT ARE LOOKING TO PARK DOWNTOWN. IT'S NOT ALWAYS A PERFECT SYSTEM, BUT THEY DEFINITELY DO THEIR BEST. THERE WAS QUITE A BIT OF RESEARCH DONE ON PAID PARKING FOR DOWNTOWN EARLY 2020. DURING THE COVID TIME AND INTO 2023, AND AT THAT TIME, I LEFT DOWNTOWN DEVELOPMENT AND THEY WENT THROUGH A FEW DIRECTORS. IT'S A IT'S A TOUGH POSITION. I MEAN, MANAGING PARKING AND TRYING TO KEEP A COMMUNITY OF PEOPLE WITH ALL SORTS OF DIFFERENT IDEAS OF HOW TO DO IT. IT'S NOT AN EASY JOB, BUT IT'S A VERY REWARDING JOB. BUT AT THAT TIME, THERE WAS ABOUT A TWO YEAR GAP OF COMMUNICATION THAT HAD DROPPED OFF BETWEEN DOWNTOWN DEVELOPMENT DIRECTLY AND THE DOWNTOWN COMMUNITY. AND I THINK MANY OF THE DOWNTOWN BUSINESSES AND PROPERTY OWNERS WERE SURPRISED WHEN PAID PARKING WAS MOVING FORWARD, AND SOME OF THE TECHNOLOGY THAT WAS GOING TO BE USED WAS WAS TWEAKED. SO DOWNTOWN DEVELOPMENT QUICKLY PIVOTED AND PULLED BACK. AND I THINK THEY'RE DOING A LOT OF GOOD WORK TO BUILD TRUST AND COMMUNICATION. AND ALSO, 30% OF THE DOWNTOWN BUSINESSES TO CHANGED IN JUST THOSE TWO YEARS. SO ALL OF THOSE NEW BUSINESS OWNERS HAD NO IDEA WHAT PARKING DISCUSSION WAS BEFORE. SO LOTS OF FACTORS THAT I, I'M VERY ENCOURAGED BY DOWNTOWN DEVELOPMENT EFFORT TO REACH OUT AND WANT TO WORK COLLABORATIVELY WITH THE DOWNTOWN BUSINESS COMMUNITY. SOME REALLY GOOD THINGS HAPPEN FROM THAT. THAT PARKING KERFUFFLE, A DOWNTOWN MERCHANT ASSOCIATION WAS STOOD UP WITH DOWNTOWN BUSINESSES THAT WANT TO PROVIDE A DIFFERENT POINT OF VIEW AND A COLLECTIVE VOICE TO DOWNTOWN DEVELOPMENT.
