AND THAT COMMITTEE, AS YOU SEE HERE, HAS SPECIFIC DUTIES AND AND WHY I THINK IT'S REALLY IMPORTANT TO POINT THIS OUT IS BECAUSE, AS YOU'LL SEE IN THE FOLLOWING SLIDES, THIS COMMITTEE HAS FULFILLED THE DUTIES THAT THEY WERE ASKED TO DO, ALL ON A VOLUNTEER BASIS. AND THEN WE ALSO HAD A CIVIC OR A CITY ORDINANCE IN JULY 12TH OF 2018 THAT ALLOWED FOR FUNDING AND DONATIONS THAT THE COMMITTEE ACTUALLY WAS AUTHORIZED TO SEEK OUTSIDE FUNDING AND IN-KIND DONATIONS FOR ITS PROJECTS. AND THIS ACTUALLY CREATED THE CIVIC FOUNDATION THAT IS A PRIVATE 500 1C3. SO THIS IS AN OLD PICTURE. THIS IS WHAT IT USED TO LOOK LIKE WITH THE OLD MARQUEE. AND THIS IS ACTUALLY A PICTURE WE USED IN A LOT OF OUR CAMPAIGN MATERIAL THAT WE WERE USING FOR THE RENOVATION OF THE AUDITORIUM, WHICH IS APPROXIMATELY 1.8 MILLION. OOPS, EXCUSE ME, $1.8 MILLION THAT THE MAJORITY OF IT WAS ACTUALLY FUNDED THROUGH PRIVATE DONATIONS. SO OUR ORIGINAL COMMITTEE, AS I MENTIONED, IS ARTHUR COLE. AS I MENTIONED, AS THE EXPLORATORY COMMITTEE. AND THEY HAVE GIVEN THEIR TIME AND VALUE SOME MONEY. SOME WERE ABLE TO GIVE A LITTLE BIT MORE, BUT THE FACT IS, IS THE VALUE OF TIME AND PARTNERSHIP HAS BEEN CRITICAL IN THIS PROJECT THAT WE'RE GOING TO GIVE YOU AN UPDATE ON HERE IN A FEW MINUTES. OKAY. SO THE PROJECT DESCRIPTION, IF YOU RECALL, IT'S A FACILITY UPGRADES. IT'LL TRIPLE THE SIZE OF THE LOBBY OF 6600FT■S. AND IT WILL ADD ADA RESTROOMS. AND I'M GOING TO HAVE ROCKS AT SOME POINT IN THE LATER SLIDES. GO OVER HOW MANY RESTROOMS WE HAVE, AND WE'LL GO OVER THAT TOO. AND THEN ALSO A REMINDER THAT CONSTRUCTION SOLUTIONS COMPANY AND THEIR SUBCONTRACTORS HAVE BEEN PART OF THIS PROCESS. AND WE ARE GOING TO BE USING GRAPHICS MFG ON THE ARTISTIC LIGHTING AND THE SIGNAGE THROUGHOUT THE FACILITY OR THE NEW EXPANSION. AND THEN ALSO JUST AS A REMINDER, STUDIO, PUBLIC WORKS AND MUNICIPAL SERVICES HAVE ALL WORKED COLLABORATIVELY ON THIS PROJECT.OKAY, OKAY. PROJECT BUDGET UPDATE. SO RIGHT NOW, IF YOU REMEMBER, WE AWARDED A CONTRACT TO CONSTRUCTION SOLUTIONS COMPANY AT ALMOST 7.2 MILLION. IT'S 7.190104. AND THE CHANGE ORDERS FOR CONSTRUCTION SO FAR ARE ONLY ABOUT 0.7%. SO LESS THAN 1% CORRECT. AND THOSE ARE JUST FOR CONSTRUCTION. SO WE ARE LOOKING AT A CHANGE ORDER FOR SOME REPAIR AND MAINTENANCE TO THE EXISTING INFRASTRUCTURE. SO WHAT WE FOUND IS, IS WE STARTED KIND OF PUTTING REMOVING SOME OF THE OLD STUFF FROM THE FRONT PART OF THE BUILDING. WE NOTICED THAT THERE WERE SOME REPAIR AND MAINTENANCE THAT WE NEED TO DO ON SOME CONCRETE THAT ARE NOT PART OF THIS PROJECT, BUT THEY'RE MORE OUTSIDE OF THE PROJECT SCOPE. BUT WHAT WE WANT TO DO IS LEVERAGE THE EQUIPMENT AND THE MATERIALS THAT CONSTRUCTION SOLUTIONS WILL HAVE ACCESS TO IN ORDER TO GET THAT TAKEN CARE OF. WE WOULD BE VERY MUCH REMISS IF WE WOULDN'T, IF WE DON'T TAKE CARE OF THIS CONCRETE REPAIR AND MAINTENANCE. AND SO THAT'S ABOUT SIX LESS THAN A 1%, 6%, 0.6% OF THE TOTAL. THEN WE ALSO HAVE, AS A REMINDER WE HAVE OUR CONSTRUCTION ADMINISTRATION THROUGH AAM. AND THAT WAS BROUGHT TO COUNCIL. AND WE'RE WITHIN BUDGET ON THAT. AND THEN THE GRAPHICS AND MFG CONTRACT THAT WAS FOR ARTISTIC LIGHTING FIXTURE AND SIGNAGE. THAT WAS 256,000. THAT WAS ALSO APPROVED BY CITY COUNCIL. AND SO THE TOTAL TO DATE IS AN ESTIMATED 67. 6 MILLION, ALMOST 7.7 MILLION. BUT AGAIN, I WANT TO REMIND THE THE TODAY THAT SOME OF THESE THINGS ARE REPAIR AND MAINTENANCE, THAT WE'LL USE OUR REPAIR AND MAINTENANCE BUDGET TO TAKE CARE OF. AND THEN I WANT TO POINT OUT THE CONSTRUCTION IS APPROXIMATELY 70% COMPLETE, AND WE WILL BE LOOKING AT THE FRONTIER CENTER PARKING LOT REPAIR AND MAINTENANCE. THAT'S THAT OVERLAY PIECE. WE'VE GOT TWO THIRDS OF THE PARKING LOT THAT WE NEED TO DO. WE DID THE FIRST ONE THIRD NEAR TIGER STREET, TOOK CARE OF THAT JOHN HOLMES AND TIGER STREET. THAT WAS TAKEN CARE OF A COUPLE YEARS AGO, AND WE DECIDED THAT WE WOULD HOLD OFF ON THE OTHER TWO THIRDS UNTIL WE GOT THE CONSTRUCTION COMPLETED, BECAUSE WE'VE GOT A LOT OF HEAVY EQUIPMENT THAT'S ON IN THAT PARKING LOT RIGHT NOW. WE'RE ESTIMATING THAT IT'S GOING TO BE ABOUT $86,000. AND WHAT WE'RE TRYING TO DO IS WE'RE GOING TO TRY TO LEVERAGE WITH THE HELPFUL THIS OF OUR PUBLIC WORKS, PARTICULARLY OUR BRIAN CARDEN, OUR STREET SUPERINTENDENT, IS JUST TRY TO ACCESS OUR OVERLAYS THAT WE HAVE OUR OVERLAY CONTRACT THIS UPCOMING YEAR. CHRIS HAS CHRIS'S TEAM HAS BEEN LOOKING AT WAYS THAT WE CAN DESIGN THE PARKING LOT. SO WE'RE WORKING WITH ANOTHER ARCHITECT TO JUST TO TRY TO MAKE IT THE BEST POSSIBLE FUNCTION, FUNCTIONAL PARKING LOT THAT WE CAN. BECAUSE IF YOU RECALL, THE STUDENTS AND SOME OF THE SCHOOL ADMINISTRATION ACTUALLY PARK IN THAT PARKING LOT WHEN WE DON'T HAVE SHOWS AT THE FRONTIER CENTER, JUST A FUNDING UPDATE. WE DO HAVE JUST A REMINDER THAT FRONTIER CREDIT UNION PLEDGED 4.4 MILLION, AND THAT IS FOR A 50 YEAR ADVERTISING AGREEMENT, THAT THE ADVERTISEMENT IS MAINLY AT THE AIRPORT, ALONG WITH THE SIGNAGE OUT OF THE FRONTIER CENTER. THE ADVERTISING THAT WE HAVE AT THE AIRPORT IS ACTUALLY PAID OUT OF MUNICIPAL SERVICES, FRONTIER CENTER BUDGET. THE CITY CONTRIBUTION IS 1.5. THE AMERICAN RESCUE PLAN ACT CONTRIBUTED 900,000. THE CIVIC FOUNDATION. THAT'S THE 500 1C3 THAT I MENTIONED TO YOU BEFORE.THEY'RE PROJECTED TO BRING IN $659,386 BY 2029. AND THOSE ARE THE PLEDGES. MOST OF THOSE PLEDGES ARE LIKE THE FIVE YEAR PLEDGES WHERE YOU GET LIKE, YOU KNOW, $5,000 A YEAR ON THAT TYPE OF THING. AND THEN OUR CHC FOUNDATION, THEY PLEDGED, GAVE US A GRANT FOR $500,000 FOR THE UPPER UPPER MEZZANINE AREA. THAT REIMBURSEMENT WAS ACTUALLY DUE NO LATER THAN THE END OF THIS MONTH. AND I'M PLEASED TO REPORT THAT WE GOT ALL OF THE REIMBURSEMENTS SUBMITTED AND RECEIVED THE FUNDS IN SEPTEMBER. SO WE WERE ACTUALLY A COUPLE MONTHS EARLY. AND THANK YOU TO THE CHC FOUNDATION FOR BEING SO PLEASANT TO WORK WITH. AND THEN THE MAY FAMILY FOUNDATION HAD PLEDGED A NUMBER OF YEARS AGO, 100,000. SO THAT TOTAL BRINGS US UP TO ABOUT $8 MILLION. AND AS I MENTIONED EARLIER, THE CIVIC FOUNDATION CONTRIBUTIONS ARE OVER FIVE YEAR PERIOD. AND THEY AND THEY'RE PROJECTED TO END IN 2029. SO ISN'T IT ALSO FAIR TO SAY THE CIVIC FOUNDATION WAS INSTRUMENTAL IN BRINGING IN THE CHC MONEY, AS WELL AS THE CREDIT UNION MONEY? ABSOLUTELY. THANK YOU. MAYOR. WE WENT OVER SOME RENDERINGS THAT ROCKS AND RICHARD WERE ABLE TO SHARE WITH THEM, AND IT WENT REALLY WELL AND WE WERE VERY, VERY PLEASED AND VERY FOR THE GENEROUS GRANT OF A HALF $1 MILLION FOR THIS PROJECT. IT IS SPECIFICALLY FOR CONSTRUCTION. IT'S BEEN IDENTIFIED SPECIFICALLY FOR THE MEZZANINE AREA, AND IT REALLY JUST IS A VERY GENEROUS, GENEROUS DONATION ON THEIR BEHALF. SO IS THIS ARE THESE NUMBERS FOR THE WHOLE PROJECT, INCLUDING WHAT THEY DID IN THE INTERIOR PART, OR IS THIS JUST THE EXPANSION? THIS IS JUST THE CONSTRUCTION OF THE OF THE LOBBY EXPANSION? YES. YEAH. THIS ISN'T PHASE ONE AND PHASE TWO, RIGHT? YEAH. SO WE ALSO HAVE SOME NOMINATIONS OF GIFTING BY OUR CIVIC FOUNDATION.

THEY WERE VERY INTERESTED IN THIS DESIGN OF THE ARTISTIC LIGHTING, AND I AM PLEASED TO SAY THAT MOST OF, IF NOT ABOUT 97%, 98% OF THEIR CALLS DONATIONS COVERS THE COST OF THIS ARTISTIC LIGHTING FIXTURE AND THE SIGNAGE. SO WE'VE BEEN VERY FORTUNATE TO HAVE THEM BE PART OF THIS PROJECT. THE NEXT NOMINATION IS FOR THE MUSICAL PATHWAY AND RAILING, AND THE NOMINATION IS TO HAVE IT TO BE A GIFT OF THE WILLARD GEM CHARITABLE FOUNDATION. THEY ARE ONE OF THE THE. THIS FOUNDATION IS ONE OF THE DONATIONS THAT WE RECEIVED OVER A FIVE YEAR PERIOD. AND IT'S ALSO VERY GENEROUS, IF YOU WILL, FOR THIS PARTICULAR PROJECT. IT DOESN'T COMPETE. IT DOESN'T I KNOW I DURING THIS ELECTION SEASON, I HAVE HEARD COMMENTS THAT ARE ALL OVER THE PLACE WHEN IT COMES TO THE VALUE, THE PERCEIVED VALUE OF GIFT, SOME THAT HAVE BEEN WORRISOME TO ME ARE THE COMMENTS THAT SAY THAT THIS IS, YOU KNOW, PART OF SOME SOCIALIST AGENDA. IT COULD BE NOTHING COULD BE FURTHER FROM THE TRUTH. THIS IS VERY USER DRIVEN AND USER DOLLARS. AND LIKE YOU SAID, USER DOLLAR STAYING LOCAL. AND IT'S ALSO THERE ARE SOME EXTERNALITIES. ONE IS THE POSITIVE EXTERNALITIES FOR EVERYONE, NOT JUST THE PEOPLE WHO USE IT. AS YOU MENTIONED. ONE OF THEM IS THE REDUCED TRAFFIC. ANOTHER OBVIOUSLY IS GETTING PEOPLE TO WORK. AND SO YOU HAVE A MORE FLEXIBLE WORKFORCE. AND STILL ANOTHER IS EVERY VEHICLE THAT'S PULLED OFF THE ROAD IS A VEHICLE THAT'S NOT CONTRIBUTING TO AIR ISSUE, CLEAN AIR ISSUES, OR TO EVEN FOR THOSE WHO WANT TO BELIEVE CLIMATE CHANGE ISSUES. AND SO THIS DOES BENEFIT THE ENTIRE POPULACE, NOT JUST PARDON. DON'T FORGET PARKING. OH, PARKING IS NOT A GOOD USE OF LAND USUALLY. SO THIS IS EXCITING THAT THAT WE CAN MINIMIZE THAT. SO EVERYBODY BENEFITS IN SOME WAY. THEY JUST DON'T REALIZE IT. AND SO I APPRECIATE THE DATA THAT YOU HAVE BECAUSE THEY THEY HELP US TO ACTUALLY PUT SOME MEAT ON THOSE, THOSE ASSUMPTIONS THAT WE'RE MAKING. AND SO I APPRECIATE THAT THIS HAS BEEN A REALLY GOOD REPORT, I THINK IN THE FUTURE, A LITTLE BETTER UNDER THE COUNCIL WOULD BENEFIT FROM UNDERSTANDING THE DOLLARS.
