FOR ADMINISTRATIVE SERVICES AND 150 503 FOR I.T. PRODUCTIONS, INC, WHICH I BELIEVE WAS THE PREPARATION OF THE ANNUAL REPORT. AND WE HAVE SOME COPIES OF THAT IF ANYBODY WANTS THOSE.

IT'S THAT TIME OF YEAR AGAIN TO TENTATIVELY APPROVE THE DRAFT FISCAL YEAR 2026 BUDGET SO WE CAN AUTHORIZE PUBLICATION AND GET IT OUT IN THE NEWSPAPER SO WE CAN HAVE A HEARING DATE NEXT MONTH, IN AUGUST AND BE PREPARED TO SUBMIT IT TO THE COUNTY IN, IN SEPTEMBER. SO, CASSIE, DO YOU WANT TO GO OVER THAT WITH US? CASSIE, APPRECIATE YOU PULLING THIS TOGETHER FOR US. THANK YOU FOR YOUR HARD WORK. YES. THANK YOU, BOARD FOR THAT. SO THERE ARE A COUPLE OF DOCUMENTS. SO FIRST, I JUST KIND OF WANT TO GO OVER THE BUDGET WORKSHEET, AND THEN WE CAN GO OVER THE NOTICE OF THE PUBLIC HEARING. AS FAR AS ANY VARIANCES THAT WE'RE SEEING AND KIND OF WHY SOME VARIANCES MIGHT BE BIGGER THAN OTHERS. SO IF YOU CAN TURN TO YOUR BUDGET WORKSHEET, WE'LL JUST KIND OF GO LINE BY LINE. WE FELT LIKE THOSE WERE GOING TO BE DISTRICTS THAT HAD POTENTIAL OF BECOMING OFFICIAL THIS UPCOMING YEAR. SO WE ADDED THOSE TO THE BUDGET WORKSHEET THIS YEAR. AND THEN SO FOR PROPERTY TAXES, THIS ONE EVERY YEAR IS A LITTLE BIT HARDER TO BUDGET FOR JUST BECAUSE THAT THAT LEVY RATE IS UNKNOWN UNTIL SEPTEMBER. IT'S HARDER TO KIND OF GAUGE AN EXACT NUMBER AS TO HOW MANY PROPERTY TAXES WE EXPECT TO RECEIVE EACH YEAR. SO THIS YEAR, WHAT WE DID IS WE KIND OF LOOKED AT WHAT THIS PAST YEAR, KIND OF WHAT WE'VE RECEIVED AND KIND OF BUDGETED BASED ON THAT. AND IT IS A LITTLE BIT MORE ON THE CONSERVATIVE SIDE. BUT WE FELT THAT $1 MILLION FOR RIVER COMMONS, 60,000 FOR EAGLE RIDGE, AROUND 290,000 FOR JACKSON HOLE, 5000 FOR PANCARI EAST, TEN FOR ANDERSON BUSH AND 50 FOR STANLE. BOGUE WAS A REASONABLE NUMBER THAT WE FELT COMFORTABLE WITH FOR BUDGETING FOR THAT. BUT LIKE I SAID, THAT PROPERTY TAXES IS A LITTLE BIT HARDER TO CALCULATE AND TO BUDGET FOR, FOR URBAN RENEWAL DISTRICTS. SO WITH THAT,

I ACTUALLY KIND OF WANT TO JUMP DOWN TO THE AVAILABLE CASH BALANCE. SO WE BASICALLY WHAT WE DID FOR THAT IS WE SAID, OKAY, WHERE ARE WE AT RIGHT NOW? WE'VE GOT HOW MANY MORE REMAINING MONTHS IN THE FISCAL YEAR. WE'VE STILL GOT OPA PAYMENTS THAT WE NEED TO ISSUE, AS WELL AS ANY OTHER EXPENDITURES THAT WE FORESEE HAPPENING IN THIS YEAR. AND THAT'S WHERE WE PROJECTED OUR AVAILABLE CASH BALANCE. SO YOU'LL SEE THOSE IN THOSE RESPECTIVE FUNDS AS WELL. AND THEN ALL WE DID FOR INTEREST INCOME IS WE TOOK 2% OF THE AVAILABLE CASH BALANCE FOR, FOR WHAT WE FELT LIKE WE WOULD RECEIVE ON INTEREST FOR THOSE FOR THE UPCOMING YEAR. SO ARE THERE ANY QUESTIONS ABOUT REVENUES OR ANYTHING YOU WANT TO ASK OR DISCUSS WITH THAT? I'M JUST CURIOUS HOW MUCH HAS THE WHAT'S THE TAX LEVY BEEN DOING THE LAST COUPLE YEARS? AND SO WE'RE WE'RE LOOKING INTO THAT. BUT YEAH, AS FAR AS EACH YEAR IT YEAH IT JUST FLUCTUATES. SO IT'S NOT REALLY SOMETHING JUST A LITTLE BIT THOUGH. YEAH. YEAH OKAY. I THINK PROBABLY MR. CASPER PROBABLY ADDS THAT A LITTLE BIT RESIDENTIAL AND COMMERCIAL. WHAT ARE WE SEEING.

SO HERE'S THE THING. SO THE STATE REALLY SETS A CAP ON LIKE A 3% STATUTORY. AND SO IF THE CITY TAKES 3%, BUT IF IN THE LAST TWO YEARS PRIOR COMMERCIAL WENT DOWN OR STAYED FLAT AND RESIDENTIAL RESIDENTIAL VALUES WENT HIGHER. SO THE WHOLE LEVY RATE DROPPED. SO THE COMMERCIAL, IF IT STAYED AT A FLAT LEVEL AND THE LEVY RATE DROPS, YOU'RE GOING TO COLLECT LESS FROM YOUR COMMERCIAL. AND BECAUSE HOUSING PRICES WENT UP, SO MUCH SO PEOPLE MIGHT SEE A MUCH BIGGER INCREASE IN THEIR PERSONAL HOME PROPERTY TAXES. BUT IT'S JUST BECAUSE OF THE VALUATION AS OPPOSED TO ANY OF THE POLICY THAT THAT THE CITY OR THE TAXING DISTRICT IS DOING. SO ANYWAY, THAT IS THAT WOULD BE CONSISTENT WITH WHAT WHAT WE SAW WHEN COMMERCIAL STAYED FLAT OR DROPPED AND RESIDENTIAL VALUES WENT UP. NO, I UNDERSTAND I DEALT WITH IT. YEAH. SO YEAH.

YEAH. SO THAT IS THE LEVY RATE ITSELF. THE LEVY RATE CONTINUES TO JUST CONTINUES TO DROP TO DROP TO DROP BECAUSE THAT IS THE VALUE GOES UP. THE LEVY RATE JUST CONTINUES TO DROP AS A FUNCTION OF RESIDENTIAL HOUSING. HOUSING PRICES. YES. YES. THANK YOU OKAY OKAY. ONE POINT ON THAT I WONDER EAGLE RIDGE AT 60,000, I WOULD I WOULD THINK THE TIMING OF THOSE APARTMENTS. I DON'T HAVE TO GO TO THE ASSESSOR'S OFFICE, BUT THOSE APARTMENTS ARE NOW BEING OCCUPIED. AND I'LL MOVE TO THIS MORE WHEN WE GO OVER TO LIKE THE OTHER WORKSHEET. WE FOUND THAT LAST YEAR WE BUDGETED WHAT WE THOUGHT WOULD HAPPEN AND IT DIDN'T. AND SO IT WAS KIND OF IT MAY IT MAY SEEM A LITTLE BIT LOW, BUT WE KIND OF WANTED TO MORE ON THE CAUTION SIDE. SO WITH THAT, ARE THERE ANY OTHER QUESTIONS ABOUT THE REVENUE SIDE OR. OKAY, SO MOVING DOWN TO EXPENDITURES, PROFESSIONAL FEES, WE INCREASE RIVER COMMONS QUITE A BIT TO 100,000. WE'VE SEEN A LOT OF UPCOMING POTENTIAL DISTRICTS THAT HAVE BEEN IN THE MAKING AS WELL AS WE DID RECEIVE INCREASES FOR VENDORS AND AN INCREASE FOR OUR DUES. SO WE FELT GOOD THAT BASED ON WHERE WE'RE AT NOW, THAT WE PROJECT INTO THE FUTURE, AS FAR AS WITH ALL OF THESE POTENTIAL UPCOMING DISTRICTS, THAT WE FELT THAT 100,000 WAS OKAY FOR THAT. AND THEN, YOU KNOW, THE 15,000 FOR EAGLE RIDGE, JACKSON HOLE SITTING AT SEVEN AND PANCARI, ANDERSON, BUSH AND STANLEY ARE AT TWO. THOSE ONES, I THINK ANDERSON, BUSH AND STANLEY BOTH MIGHT PICK UP A LITTLE BIT NOW THAT THEY'RE STARTING TO NOW THAT THEY'VE BECOME THOSE OFFICIAL DISTRICTS, THE CITY ADMINISTRATION FEES, WE HAVE REALIGNED THE PERCENTAGES

SO THE PERCENTAGES FOR THAT ARE BASED UPON WHAT WE HAVE PROJECTED THAT WE EXPECT TO RECEIVE FOR PROPERTY TAXES. SO WE TOOK RIVER COMMONS AND WE ARE DOING A 70% PERCENTAGE FOR THAT EAGLE RIDGE. WE HAVE AT 5%, JACKSON HOLE AT 20%. PANCARI AND ANDERSON BUSH ARE BOTH AT 1%, AND STANLEY IS AT THREE. SO THAT'S KIND OF HOW WE HAVE REALIGNED THE PERCENTAGES NOW THAT WE WERE ADDING MORE DISTRICTS. SO FOR CITY ADMINISTRATION FEES, THAT'S HOW THAT WILL BE BROKEN OUT AS WELL AS THAT IS WHAT WE ALSO DID FOR AUDIT FEES AND INSURANCE. WE DID THOSE SAME PERCENTAGES BASED ON THAT TO ALLOCATE TO THE DISTRICT'S AUDIT FEES. I WILL SAY AS OF RIGHT NOW, WE DID INCREASE THAT BUDGET BY, I BELIEVE 3000 FROM LAST YEAR. JUST BECAUSE FOR THIS YEAR WITH RUDD, THEY DO GO A LITTLE BIT HIGHER EACH YEAR, BUT NOT BY MUCH. SO I KNOW THAT THAT WAS A DISCUSSION AS WELL ABOUT POTENTIALLY LOOKING FOR A NEW AUDITOR FOR NEXT YEAR. BUT THAT'S WHAT WE THAT WE FEEL COMFORTABLE WITH THOSE NUMBERS FOR THIS YEAR FOR AUDIT FEES. INSURANCE IS PRETTY SELF-EXPLANATORY AS WELL. OFFICE DOS AND EXPENSES. THE OPA PAYMENTS, ALL WE REALLY DID TO BUDGET THOSE IS WE TOOK WHAT IS STATED IN THE OWNER PARTICIPATION AGREEMENTS, AND MULTIPLY THAT PERCENTAGE BY WHAT WE EXPECT TO RECEIVE IN PROPERTY TAXES. THE ONLY DISCLOSURE FOR THAT IS I BELIEVE ANDERSON BUSH AND STANLEY BOGUE ARE STILL IN A DRAFT VERSION FOR THE OWNER.

PARTICIPATION AGREEMENT DOCUMENTS. BUT JUST TO BE MORE ON THE SAFER SIDE, I DID TAKE THOSE PERCENTAGES AS WELL AND CALCULATED THAT BASED ON PROPERTY TAXES, IN THE EVENT THAT IN THE COMING YEAR THOSE BECOME OFFICIAL DOCUMENTS. AND I DON'T KNOW, MEGAN MIGHT BE ABLE TO HELP PROVIDE MORE INSIGHT ON THAT AS TO WHERE WE'RE AT WITH THAT. OUR EYE IS LOOKING TO SCHEDULE A STRATEGIC WORKSHOP OR MEETING WITH THE RA BOARD AND ANY MEMBERS THAT WANT TO PARTICIPATE TO LOOK FORWARD AT FY 26 AS TO WHAT MEMBERS WANT TO SEE OUT OF THE ORGANIZATION. AND, YOU KNOW, CERTAINLY IF THERE'S EDUCATIONAL SESSIONS, IF THERE'S INFORMATION YOU WOULD LIKE THE ORGANIZATION TO DIG IN ON A BIT MORE, IF THERE'S LEGISLATIVE CONCEPTS OR IDEAS, PRETTY MUCH ANYTHING IS ON THE TABLE.
