AND SO THE PURPOSE OF THIS SPECIAL MEETING IS FOR THE COUNCIL TO HOLD AN EXECUTIVE SESSION. EXECUTIVE SESSIONS ARE WHEN THE COUNCIL WILL GO INTO A MEETING THAT IS CLOSED TO THE PUBLIC. TYPICALLY, THE PUBLIC'S BUSINESS IS CONDUCTED IN PUBLIC, BUT THERE ARE AND STATE LAW RECOGNIZES THAT THERE ARE FEW TIMES WHEN IT'S APPROPRIATE FOR THE GOVERNING BODY TO DELIBERATE IN PRIVATE. THERE ARE VERY SPECIFIC EXCEPTIONS DENOTED IN THE LAW.
