AND $3,085 TO RUTLAND COMPANY FOR THE AUDIT. $2,000 TO THE CITY OF IDAHO FALLS FOR ADMINISTRATIVE SERVICES, AND $740 TO. I THINK WE'RE OFF. I'M OFF ONE. YEAH. COMMISSIONERS. SO WHAT YOU HAVE IN YOUR PACKET IS A PROPOSED REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL LAND SURVEYING SERVICES. AND THIS IS TO PRE-QUALIFY SURVEYORS TO HAVE AN ON CALL LIST. SO WHEN THE AGENCY NEEDS SURVEYING SERVICES WHICH IT IT DOES OFTEN IN TERMS OF ESTABLISHMENT OF A NEW PROJECT AREA, WE HAVE THE REQUIREMENTS FOR THE LEGAL DESCRIPTION AND THE MAP OF THE BOUNDARIES OF THE NEW AREA. AND THEN IF WE DO AN AMENDMENT TO A DISTRICT, THE AMENDMENT AREA REQUIRES LEGAL DESCRIPTION AND MAP. AND ALSO WHEN WE DO D ANNEXATIONS, IF WE TAKE AN AREA OUT, WE ALSO NEED THE LEGAL DESCRIPTION AND MAP OF THE BOUNDARY OF THE AREA COMING OUT. AND SO INCREASINGLY, CITY STAFF TIME FOR THESE TYPES OF SERVICES HAS BEEN A BIT LIMITED.

AND SO WE WANT TO BE ABLE TO HAVE JUST AN ON CALL LIST THAT WHEN THESE TYPES OF PROJECTS COME UP, WE CAN REACH OUT TO THE THOSE ON THE LIST AND GET AN ESTIMATE AS TO WHAT THE COST OF SERVICES WOULD BE, AS WELL AS THE TURNAROUND TIME, AND JUST PROVIDE A LITTLE BIT MORE FLEXIBILITY TO THE AGENCY IN GETTING THESE SCOPES OF WORK ACCOMPLISHED. SO THE GOAL HERE IS TO CONSIDER THE REQUEST FOR QUALIFICATIONS AND THE ATTACHMENTS THERETO. AND IF THIS BODY AGREES TO MOVE THIS FORWARD, THEN WE WOULD ENGAGE IN A PROCESS WHERE THIS IS PUBLISHED WITH ENOUGH TURNAROUND TIME TO ALLOW RESPONSES TO BE DUE AROUND THE END OF THE FIRST WEEK OF FEBRUARY, WITH THE HOPE OF ACTUALLY SELECTING AN ON CALL LIST AT THE TIME OF THE FEBRUARY MEETING. WE DO HAVE A NUMBER OF THESE SURVEYING TASKS THAT ARE OUTSTANDING, AND SO WE WANT TO

JUST MAKE SURE THAT THAT WE HAVE A AND PEOPLE AND ENTITIES IN MIND SO THAT WE CAN ENGAGE THE WORK. SO THE RFQ ITSELF IS A QUALIFICATIONS BASED PROPOSAL AND IT IS LIMITED TO REQUIREMENTS SPECIFIC TO LAND SURVEYING. WE I DID PROVIDE PROBABLY A LITTLE BIT BROADER QUALIFICATIONS AND BASIC REQUIREMENTS NECESSARY BECAUSE IT MAY BE THAT THE AGENCY WANTS TO UNDERTAKE SOME OF ITS OWN PROJECTS, OR IF IT ENDS UP ACQUIRING PROPERTY, THERE MAY BE SOME OTHER REASONS TO EXPAND JUST BEYOND THE LEGAL DESCRIPTIONS AND SURVEYING UNNECESSARY FOR URBAN RENEWAL PLANNING EFFORTS. AND THEN AS PART OF THIS IT, THERE IS THE SUBMISSION PROCESS THAT IS LAID OUT. THERE IS A POINT. SELECTION REQUIREMENTS THAT ARE OUTLINED IN HERE. IT'S VERY SPECIFIC AS TO WHAT WE'RE REQUESTING FROM RESPONDENTS AND THE ORDER AND THE INFORMATION TO BE SUBMITTED. HOW WE EVALUATE THOSE INTERNALLY. AND THEN THE EXHIBITS THERE TOO. THERE'S A REQUIRED COVER SHEET. THERE'S A WAIVER AND RELEASE ACKNOWLEDGING THAT, YOU KNOW, THE AGENCY HAS THE ABILITY TO REJECT ANY OR ALL PARTS OF THE SUBMISSION. AND ACKNOWLEDGING NON LIABILITY OF THE AGENCY IN THIS PROCESS. THERE'S A LEGAL NOTICE IN THERE FOR PUBLICATION. AND THEN THERE'S ALSO A FORM ON CALL LIST AN AGREEMENT FOR PROFESSIONAL SERVICES. AND WE WOULD EXPECT TO ENGAGE THOSE THAT THAT END UP ON THE LIST ARE APPROVED TO BE ON THE LIST, TO BE ENGAGED FOR FIVE YEARS. AND THIS REQUIRES CLOSE COORDINATION WITH THE EXECUTIVE DIRECTOR AND, FRANKLY, CITY STAFF TO MAKE SURE THAT THIS IS PUBLISHED AND TO MAKE SURE THAT RESPONSES ARE RECEIVED BY THE DEADLINE. AND TO KIND OF TAKE THE FIRST CUT AT PRELIMINARY REVIEW OF ANY RESPONSES. BUT WITH THAT, HAPPY TO STAND FOR ANY QUESTIONS. JUST WANTED YOU TO HAVE THE FULL PACKAGE OF MATERIALS THAT THAT WOULD BE PUSHED OUT TO POTENTIAL RESPONDENTS. OKAY. SO THEN WHEN WE HAVE A NEED IT MOST OF THE PROJECTS THAT ARE UNDER CONSIDERATION BY THE AGENCY DON'T HAVE A SIGNIFICANTLY HIGH DOLLAR VALUE, BUT THIS WOULD PROVIDE US THE FLEXIBILITY TO REACH OUT TO EACH OF THOSE ON THE LIST AND CHECK, YOU KNOW, WHAT IS THEIR COST ESTIMATE FOR PERFORMING THE SCOPE OF WORK UNDER THIS SPECIFIC PROJECT? AND, YOU KNOW, IF WE MIGHT HAVE SOME SHORTER TURNAROUND TIME. SO MAKING SURE THAT THEY HAVE CAPACITY TO BE ABLE TO TURN THE WORK AROUND. AND IT GIVES US A LITTLE FLEXIBILITY IN TERMS OF SELECTING FROM THAT LIST WHO MIGHT BE BEST SUITED TO COMPLETE THE PROJECT. IT DOESN'T MEAN THAT EVERYBODY ON THE LIST IS GOING TO BE ENGAGED OR CONTRACTED WITH. IT JUST PROVIDES THE AGENCY MUCH MORE FLEXIBILITY IN SELECTING CONSULTANTS. OKAY. VERY GOOD. ALL RIGHT. WADE, DO YOU HAVE ANYTHING TO ADD TO THAT? NO. SHE DID A GREAT JOB. AND THIS, OF COURSE, CAME OUT OF WHEN WE WERE DOING THE YELLOWSTONE SQUARE. OUR CITY STAFF WAS OUR CITY SURVEYOR WAS BACKLOGGED WITH WORK, AND WE HAD TO GO OUT OUTSIDE OF THE CITY. PUBLIC WORKS KEEPS A LIST OF SURVEYORS AS WELL, SO IT WOULD JUST BE AN EASY CONTACT IF WE NEEDED TO DO THAT. BUT JUST GIVING US SOME FLEXIBILITY TO BE ABLE TO ACT QUICKLY. AND THAT HELD UP THAT ONE A LITTLE BIT BY A MONTH. SO OKAY, THAT'S KIND OF THE BACKGROUND OF IT. ALL RIGHT. VERY GOOD. ANY OTHER QUESTIONS OR COMMENTS. I HAVE TWO. ARE WE LOOKING TO MAYBE GO OUTSIDE OF THE DIRECT REGION TO TRY AND GET OUR BACKLOG FOR ALL OF THE PROJECTS THAT WE HAVE UNDER CONSIDERATION RIGHT NOW, OR ARE WE JUST GOING TO KIND OF STAY STRICTLY WHERE WE WOULD

TYPICALLY SEND OUT AN RFQ? THAT'S A GOOD QUESTION. I MEAN, I ASSUME WE WOULD GO TO THE LIST. THE CITY ALREADY, THE PUBLIC WORKS ALREADY HAS. IT WILL BE PUBLISHED. WHERE ELSE DO WE WANT TO SEND IT? THAT'S A VERY GOOD QUESTION. IF WE WANTED. WE DIDN'T TALK ABOUT DOING A GEOGRAPHIC REGION PER SE, BUT I WOULD JUST ASSUME A LOCAL, HOWEVER YOU WOULD DEFINE THAT WOULD JUST BE WHOEVER WE CAN FIND. NEXT ITEM IS RATIFICATION OF APPROVAL OF TASK ORDER NUMBER SEVEN, AUTHORIZING BRAD KRAMER TO PREPARE AN UPDATED ECONOMIC FEASIBILITY STUDY FOR THE FIRST AMENDMENT TO THE RIVER COMMONS URBAN RENEWAL PLAN, ANNEXING CERTAIN PARCELS FROM THE REVENUE ALLOCATION AREA. AND THEN PERHAPS CONTEMPLATING INCLUDING THE AREA EXCISED FROM THE RIVER COMMONS DISTRICT AND COMBINING THAT WITH SOME ADDITIONAL NEW PARCELS TO INCLUDE IN A PROPOSED NEW DISTRICT. THIS PROPOSED NEW DISTRICT DOESN'T CURRENTLY HAVE A NAME ASSOCIATED WITH IT, SO I'M JUST CALLING IT THE RIVER COMMONS ADJACENT PROJECT FOR PURPOSES OF THIS DISCUSSION. BUT AS A RESULT OF THE MEMORANDUM OF UNDERSTANDING WITH THE SNAKE RIVER LANDING DEVELOPMENT GROUP, THE NEXT STEPS HAVE BEEN TRIGGERED FOR PURPOSES OF PROCEEDING WITH THE ANNEXATION, AS WELL AS TAKING THE FIRST STEPS FOR ESTABLISHING A NEW PROJECT AREA. SO WITH THAT COMES THE NEED TO RETAIN A CONSULTANT TO PERFORM ON THE ANNEXATION SCOPE, AN UPDATED OR A SUPPLEMENTAL ECONOMIC FEASIBILITY STUDY THAT JUST TAKES A LOOK FROM HERE TO THE END OF THE DISTRICT, LOOKING AT REVENUE PROJECTIONS OUTLINING

POTENTIAL FUNDING USES OF THOSE REMAINING REVENUE ALLOCATION DOLLARS, AND JUST AS WELL AS, YOU KNOW, MAKING SURE THAT WE'RE CROSSING T AND DOTTING I'S WITH REGARD TO ANY OUTSTANDING OWNER PARTICIPATION AGREEMENTS. AND SO JUST OVERALL, DOING AN UPDATE OF THE FINANCIAL PICTURE OF THE EXISTING RIVER COMMONS DISTRICT, LIKE WHAT IS LEFT? WHAT IMPACT DOES THE REMOVAL OF THESE SPECIFIC PARCELS HAVE ON THE REVENUE STREAM FOR THE REMAINING RIVER COMMONS DISTRICT THROUGH THE LIFE OF THE DISTRICT? SO THAT IS WHAT IS COVERED IN TASK ORDER NUMBER SEVEN. IT CONTEMPLATES RETAINING PERSPECTIVE, PLANNING AND CONSULTING. BRAD AND BRAD KRAMER WOULD BE THE DEDICATED CONSULTANT TO PERFORM THIS SCOPE OF WORK. SO A DEANNEXATION, AS YOU RECALL, DOES HAVE TO BE FULLY COMPLETED BY THE FOURTH MONDAY OF JULY. AND SO IT'S JUST REALLY CRITICAL THAT WE GET THE CONSULTANT UP AND RUNNING AND LOOKING AT THE FINANCIAL DATA TO CONTINUE TO ADVANCE THIS FORWARD AT SIMULTANEOUSLY WITH BUT NOT MOVING AT TOO FAST OF A SPEED.

THERE'S ALSO THE NEED TO PREPARE AN ELIGIBILITY STUDY FOR THE PROPOSED NEW DISTRICT. SO UNDERTAKING A SCOPE OF REVIEW AS TO WHAT CONDITIONS ARE PRESENT IN THAT SPECIFIED GEOGRAPHIC AREA, AND MAKING A DETERMINATION AS TO WHETHER CONDITIONS ARE PRESENT SUFFICIENT TO WARRANT THE CREATION OF AN URBAN RENEWAL PROJECT. AND SO THAT THAT SCOPE OF WORK. THE GOAL WITH THESE PROJECTS IS TO COMPLETE BY A CALENDAR YEAR END. AND SO THAT IS PHASE ONE OF A NEW PLANNING DISTRICT. WANT TO MAKE SURE THAT WE'RE KIND OF MOVING THAT ALONG. AT THE SAME TIME, WITH THE SCOPE OF WORK ON THE ANNEXATION. SO WITH THE REMAINDER OF THE YEAR, WE CAN FOCUS ON ESTABLISHING THE URBAN RENEWAL PLAN AND THE SCOPE RELATED TO THAT PROCESS. SO BECAUSE IT IS A TWO PART PROCESS, WE MAKE SURE THAT WE'RE DONE WITH THE ELIGIBILITY STUDY PIECE AND IS CONTINGENT UPON CITY COUNCIL APPROVAL OF THE ELIGIBILITY STUDY, WHICH KICKS OFF THE PLANNING EFFORT. AND SO, TO THE EXTENT THE CITY COUNCIL DOES MAKE THAT FINDING, THEN IT'S CONTEMPLATED THERE WOULD BE A NEW TASK ORDER AT THAT TIME, RETAINING PROSPECTIVE PLANNING AND CONSULTING TO PERFORM THE WORK OF A NEW ECONOMIC FEASIBILITY STUDY FOR THE NEW PLAN. SO THAT'S THE THAT'S THE OVERVIEW OF WHERE WE'RE AT RIGHT NOW. IS, IS TASK ORDER SEVEN CONTEMPLATES THE SUPPLEMENTAL ECONOMIC FEASIBILITY STUDY, THE ANTICIPATED COST OF THAT SCOPE OF WORK FOR BRAD KRAMER IS $8,000. SO THE ONE IN DEVELOPMENT IS TAILWATER BF4 AND THE OTHER IS TAILWATER BF NINE. SO UNDER THE THERE'S TWO OWNER PARTICIPATION AGREEMENTS AND THEN UNDER EACH OWNER PARTICIPATION AGREEMENT, THERE WAS A CONFIRMATION OF REIMBURSEMENT FORM WHERE THE DEVELOPER SUBMITTED SPECIFIC COST DOCUMENTATION WHICH WAS REVIEWED INTERNALLY FOR REASONABLENESS AND ELIGIBILITY, AND ACTUAL ELIGIBLE COST AMOUNT WAS DETERMINED, WHICH WAS THEN THAT AMOUNT WAS THEN PUT ON A CONFIRMATION OF REIMBURSEMENT FORM, WHICH WAS ULTIMATELY APPROVED BY THIS BOARD, WHICH SETS THE STAGE FOR THE AMOUNT OF THE REIMBURSEMENT OVER THE LIFE OF THE DISTRICT FOR THOSE ELIGIBLE COSTS. BEFORE THE DEVELOPER HAD ADVANCED FUNDED CERTAIN PLANNING COSTS FOR THE ESTABLISHMENT OF THE DISTRICT, AND UNDER THAT MEMORANDUM, MEMORANDUM OF UNDERSTANDING, YOU KNOW, LIKE WE HAVE WITH OTHER DEVELOPERS, THERE WAS REQUIREMENTS TO SUBMIT A CERTAIN AMOUNT TO COVER THE COST OF THE ELIGIBILITY WORK AND THEN A SEPARATE COST FOR PLANNING RELATED COSTS UNDER THE URBAN RENEWAL PLANNING EFFORT. SO WHAT HAS BEEN DONE IS A TRUE UP POST ESTABLISHMENT OF THIS DISTRICT AS TO WHAT THE DEVELOPER HAS PAID AND WHAT IS DUE AND OWING. AND SO AS PART OF THAT RECONCILIATION EFFORT, THE DEVELOPER SUBMITTED 19,000. AND SO THAT IS WHAT IS GOING TO BE REIMBURSED PURSUANT TO THIS CONFIRMATION REIMBURSEMENT. NUMBER TWO.
