AS A REMINDER TO THE PUBLIC, THIS, UH, PROJECT WILL INSTALL, UM, ACCESSIBLE BATHROOMS INTO THE FACILITY THAT HAVE NOT BEEN ACCESSIBLE FOR MANY, MANY YEARS NOW. SO THIS PARTICULAR ITEM IS ACTUALLY TO, UM, MOVE FORWARD WITH A CHANGE ORDER WITH OUR, UM, ARCHITECTS THAT HAVE BEEN WORKING ON THIS PROJECT. UM, THAT IS A KM AND STUDIO. UM, THIS IS KIND OF A NEW FUNDING SOURCE WE HAVEN'T UTILIZED IN THE PAST. IT HAS OUR, OUR SAME 7.34% MATCH, BUT IT'S FOR, UM, CONGESTION MITIGATION AND AIR QUALITY, UM, IMPROVEMENTS THAT WE HAVE. SO WE'RE EXCITED TO KIND OF PUT THESE TO WORK. BUT THE FIRST PROJECT THAT I WOULD LIKE TO TALK ABOUT IS A PROGRAMMING TO BUILD SIDEWALK ALONG THE YELLOWSTONE HIGHWAY. AND THAT WOULD EXTEND FROM PAN CARRY, UM, ALL THE WAY TO SUNNYSIDE. UM, THAT'S BEEN A PIECE WHERE WE HAVE INTERMITTENT SIDEWALK, A LOT OF THOSE PROPERTIES DEVELOPED IN THE COUNTY. UM, AND SO THIS IS A PROJECT WHERE WE HAVE EXISTING UTILITIES, LIGHT POLES, THOSE TYPES OF THINGS. AND SO ON THOSE HIGHER SPEED ARTERIALS, WE'D LOVE TO GET THAT SIDEWALK OFF THE CURB LINE AS FAR AS WE CAN TO MAKE THAT MORE COMFORTABLE. WE DO HAVE QUITE A FEW THINGS THAT WE'LL WORK AROUND, BUT THAT WILL BE ONE OF THE PROJECT CONCEPTS THAT WILL WORK IS LET'S GET THAT SIDEWALK AS WIDE AS WE CAN FOR THE FUNDING SOURCE. AND THEN AS FAR FROM THE TRAFFIC AS WE CAN, BUT JUST REALIZING SOME PLACES THAT'LL LIKELY BE TIED TO THE CURB. BUT, BUT AGAIN, THAT'S A PROJECT THAT WE'VE BEEN SEEKING FUNDING FOR FOR SOME TIME. UM, THERE'S $803,000 MADE AVAILABLE TO US, OF WHICH WE'LL NEED TO PAY A 7.34% MATCH OF ABOUT 58,940. SO THAT'S THE FIRST PROJECT TO DISCUSS THE [5.B.3) State Local Agreement and Resolution with the Idaho Transportation Department (ITD) for the Idaho Canal Trail Extension, Sunnyside Road to 49th South.] SECOND SAME FUNDING SOURCE, SAME MASS RATE, BUT THIS IS ACTUALLY TO EXTEND OUR IDAHO CANAL PATHWAY SYSTEM SOUTH OF SUNNYSIDE. SO, UM, THIS IS ON THE EAST SIDE OF THE IDAHO CANAL AND WOULD ACTUALLY EXTEND, UM, SOUTH ALONG THAT CANAL BANK TO REACH THE SCHOOL DISTRICT NINE ONE PROPERTY WHERE THEY HAVE THEIR PLAYING FIELDS AND HOPEFULLY HAVE ENOUGH FUNDING TO CONTINUE THAT EXTENSION DOWN TO, UM, SOUTH, UH, 49TH SOUTH ACTUALLY. SO WITH THAT PROJECT, THERE'S PROGRAMMING IN THE AMOUNT OF 393,000 OF WHICH WE'LL PAY THAT SAME 7.34% MATCH, WHICH 28,846. BUT WITH THAT, I HAPPY THE ANSWER. ANY QUESTIONS? COUNCILOR FREEMAN? BECAUSE IT SEEMS TO ME THAT THERE ARE MANY MORE PROPERTIES THAT WOULD BE AFFECTED ON THE, ON THE WEST SIDE THAN ON THE EAST. THAT'S RIGHT. WE DO HAVE A NUMBER OF THOSE, UM, BUSINESSES THAT, THAT PEOPLE ARE TRYING TO ACCESS ON THAT SIDE. SO IN BETWEEN SUNNYSIDE AND HAND CARRY, THERE'S NOT REALLY ANY SAFE CROSSING PUSH BUTTON CROSSINGS WHERE WE CAN GET ALONG ACROSS THAT FIVE LANE FACILITY. AND SO THIS REALLY IS, THERE'S, THERE'S A NUMBER OF THOSE PROPERTIES AS, AS YOU THINK ABOUT THAT PEOPLE WOULD LIKE TO ACCESS ALL THE WAY FROM THE CONVENIENCE STORE AT SUNNYSIDE, THAT MAVERICK, AND THEN A NUMBER OF THOSE OTHER ITEMS THAT PEOPLE ARE TRYING TO GET TO. WELL, COUNCILOR LARSON, SO ON, ON THAT WEST SIDE, THERE'S SEVERAL OLD TIME CUR CUTS UNDER KIND OF GRAB DALE, THOSE DON'T GET DISTURBED. IS THAT SO? WE'LL, WE'LL DO AS MANY IMPROVEMENTS AS WE CAN AS THE FUNDING TAKES WITH US. BUT WE HAVE, UM, A EA ACCESS THAT WE'LL HAVE TO UPGRADE TO MEET CURRENT STANDARDS AND WE'LL BE LOOKING AT ALL THE APPROACHES THAT WE HAVE. AND THEN ALSO THE, THE RATES RETURNS. SOME OF THOSE ARE PUBLIC RETURNS, SOME ARE PRIVATE, BUT WE'LL LOOK TO UPGRADE THOSE SO THAT WE HAVE, UH, CLEANING ACCESS REALLY CARRY ALL WASTE. WOULD ANY OF THOSE CURB CUTS BE REMOVED IF THEY DON'T MEET OUR, OUR, UH, ACCESS MANAGEMENT PLAN? WELL, FIRST AND FOREMOST, I THINK ANY IMPROVEMENT WE MAKE OUT THERE IS HAD CHILDREN'S ABOVE WHAT WE HAVE TODAY. I I THINK YOU PROBABLY RECEIVED THE, THE SAME PHONE CALLS I HAD IN THE PAST WHERE YOU'VE HAD PEOPLE IN WHEELCHAIR ACCESS THAT HAVE BEEN IN THE OUTSIDE OF ITS REAR LANE GOING ALONG THAT. BUT IN MANY SITUATIONS IT SEEMS TO DEVELOP IN THE COUNTY, UH, WE DON'T HAVE AVAILABLE UTILITY EASEMENTS BEHIND THAT TO MOVE THOSE UTILITIES OUT OF THE WAY. AND SO WE WILL WORK, WORK AROUND THAT TO THE EXTENT THAT, THAT WE HAVE TO, UM, AGAIN, OUR INTENTION IS TO REALLY MAKE THAT AS COMFORTABLE AS WE CAN FOR BICYCLISTS AND PEDESTRIANS AS THEY UTILIZE THAT. SO OUR INTENT IS LET'S HAVE, SO THAT WE HAVE A CONSISTENT CORRIDOR BETWEEN THOSE TWO, UH, TURN THIS POINTS, BUT PUT THE FUNDING THAT WE HAVE IN OUR ESTIMATES, WE'LL TRY TO GET THAT AS WIDE AS WE POSSIBLE. I WAS JUST CURIOUS, UM, BECAUSE I, YOU'VE MENTIONED, UH, PEDESTRIAN AND BIKE, SO THE ACCOMMODATION FOR BIKES IS TO MAKE IT WIDER. IS THAT, IS THAT HOW YOU ROLL BIKES INTO, UH, A SIDEWALK PLAN WHEN YOU DON'T HAVE A BIKE LANE? WELL, IF WE, IF WE ACTUALLY DESIGN A FACILITY THAT'S, THAT'S MADE FOR BICYCLES AND PEDESTRIANS, BOTH OUR, THAT'S REALLY SET AT A, A MINIMUM IT'S A 10 FEET AS Z AS FAR AS THE MULTIUSE PATHWAY IN THIS PARTICULAR EXTENT. IF YOU ARE TRULY A, A, A BIKER THAT WANT TO BE REMOVED FROM THE, YOU CAN GET ON THE RIVER WALK RIGHT. AND UTILIZE THAT AS WELL. SO YOU CAN ACCESS THAT EITHER DOWN SUNSET OR THROUGH THE PARK. UH, IDAHO CODE, UH, REQUIRES THAT ALL DEVELOPMENT FEE ORDINANCES THAT ARE ADOPTED BY, UM, A CITY OR A COUNTY OR HIGHWAY DISTRICT TO INCLUDE MEDIATION AS A POSSIBILITY TO RESOLVE DISPUTES THAT MIGHT ARISE DURING A IMPACT FEE APPEAL PERIOD. THAT WAS A FEATURE THAT WAS IN OUR ORIGINAL ORDINANCE. IT WAS REMOVED WHEN WE MADE SOME, UH, CHANGES, UH, TO THE ORDINANCE, UH, UH, EARLIER THIS YEAR. UM, I DON'T HAVE A GOOD EXPLANATION FOR WHY THAT OCCURRED. WE WENT BACK THROUGH TO, TO, UH, TRY TO FIGURE OUT WHY THAT WAS. IT WASN'T SOMETHING THAT THE COUNCIL, UH, DISCUSSED OR, OR SPENT A LOT OF TIME ON. THERE WERE OTHER ELEMENTS THAT WERE BEING CHANGED THAT WERE PART OF THE ATTENTION. AND IT'S, IT'S MY BELIEF THAT WE JUST MADE, WE GOT A LITTLE BIT EXCITED WITH, UH, MOVING SOME LANGUAGE AROUND AND IT'S JUST TAKEN OUT INADVERTENTLY. THAT, THAT BEING SAID, WE ARE REQUIRED TO HAVE IT IN THE ORDINANCE. THIS WOULD RESTORE THE LANGUAGE EXACTLY AS IT WAS WRITTEN IN THAT FIRST ORDINANCE. SO THAT'S THE CHANGE THAT YOU HAD BEFORE YOU RESTORING THE LANGUAGE AS IT WAS, UH, IN THAT ORIGINAL ORDINANCE.
