5.A.1) Agreement Between the City of Idaho Falls and Amuse LLC for renovations at Funland at the Zoo. The purpose of this agreement is to establish a contract with Amuse LLC, a ride and rollercoaster installation firm, to provide professional inspection and repair services at Funland at the Zoo in order to put the amusement park rides in a safe and operational condition.
5.B.1) Memorandum of Understanding with School District 91 IFPD was approached by District 91 to add a fifth School Resource Officer (SRO) to work at Compass Academy. We were informed that this was a priority and District 91 would fund 100% of the cost for the new SRO. As the recruitment, retention, and hiring of police officers has greatly improved at IFPD, we are able to add this position at this time.
5.C.1) Final Plat, Development Agreement, and Reasoned Statement of Relevant Criteria and Standards, Energy Plaza Division 2. Attached is the application for the Final Plat, Development Agreement, and Reasoned Statement of Relevant Criteria and Standards for Energy Plaza Division 2. The Planning and Zoning Commission considered this item at its November 1, 2022, meeting and unanimously voted to recommend approval for the final plat as presented. Staff concurs with this recommendation.
5.C.2) Final Plat, Development Agreement, and Reasoned Statement of Relevant Criteria and Standards, Teton View Estates Division 1, First Amended. Attached is the application for the Final Plat, Development Agreement, and Reasoned Statement of Relevant Criteria and Standards for Teton View Estates Division 1, First Amended. The Planning and Zoning Commission considered this item at its August 3, 2021, meeting and voted to recommend approval for the final plat as presented by a 3-1 vote. Staff concurs with this recommendation.
5.C.3) Final Plat, Development Agreement, and Reasoned Statement of Relevant Criteria and Standards, Valo at Bellin. Attached is the application for the Final Plat, Development Agreement, and Reasoned Statement of Relevant Criteria and Standards for Valo at Bellin. The Planning and Zoning Commission considered this item at its September 6, 2022, meeting and unanimously voted to recommend approval for the final plat as presented. Staff concurs with this recommendation.
5.C.4) Legislative Public Hearing-Part 1 of 2 of the Annexation and Initial Zoning-Annexation Ordinance and Reasoned Statement of Relevant Criteria and Standards for 7.09 acres including 1055 W Sunnyside Road, and 4114, 4129, and 4167 N 5th West. Attached is part 1 of 2 of the application for Annexation and Initial Zoning of R1, Single Dwelling Residential, RE, Residential Estate, and I&M, Industrial and Manufacturing which includes the Annexation Ordinance and Reasoned Statement of Relevant Criteria and Standards for 7.09 acres including 1055 W Sunnyside Road, and 4114, 4129, and 4167 N 5th West. The Planning and Zoning Commission considered this item at its October 4, 2022, meeting and unanimously voted to recommended approval of the annexation with initial zonings of R1, RE, and I&M.

Attached is part 2 of 2 of the application for Annexation and Initial Zoning of R1, Single Dwelling Residential, RE, Residential Estate, including the Limited Development Airport Overlay Zone, and I&M, Industrial and Manufacturing which includes the Initial Zoning Ordinance and Reasoned Statement of Relevant Criteria and Standards for 6.414 acres including 1055 W Sunnyside Road, and 4114, 4129, and 4167 N 5th West. 5.D.1) Nuisance Ordinance Amendments Regarding Weeds and Plantings Current language in the Public Nuisance Ordinance (Title 5, Chapter 8) is updated to better define “weeds” and other plantings to bring it in line with community expectations and practices and to allow for appropriate non-traditional yards.
